If there is one dish that could be the national dish of the Cubans, it is picadillo.

Over moderate heat, saute the onion as well as the garlic in the oil until they are translucent, remove from the frying pan and set aside. Add the ground beef and sauté in the remaining oil, then repeat adding the onion and garlic, the water, tomato puree, raisins, salt, olives, pepper, oregano and tarragon, and simmer gently with the lid closed for at least 3 hours.

Serve with long grain rice and black beans (p. 43).
