Boil peeled potatoes until soft, strain, let steam briefly and press through a potato press. Blend cooked peas and strain through a fine sieve. Mix with potatoes, whipped cream and butter and season with salt, pepper and nutmeg. Keep warm. Bring water to a boil and boil eggs until soft, about 4 1/2 minutes. Quench with ice water and peel carefully without damaging the egg. Gently dredge in flour, pull through beaten egg and roll in bread crumbs. Heat oil in a high saucepan and fry the eggs in it until golden. Lift out and drain well. Lift off the top of the eggs and fill with caviar. Be careful not to cut the yolk. Arrange pea puree in the center of plates and place a baked egg on each. Garnish with caviar if desired.
