Instructions:

Cook the potatoes in water until just tender. In a baking bowl, stir together the soy sauce, vinegar, ginger, garlic, cilantro, sugar, sesame oil and chilies. Preheat the broiler. Thread shrimp, potatoes, scallions and peppers onto skewers. Place in a grease pan, baste with sauce and grill, turning frequently, until vegetables are crisp cooked.
