Make the chickpeas together with water (the chickpeas should be just covered), oil and turmeric until very soft. Add sugar, meanwhile continue to simmer for ten minutes, stirring. Add milk (adjust mixture perhaps until desired semi-solid consistency is reached), then coconut and cardamom. Pour into a bowl and cool.
